THE DESIGN PRINCIPLE

Share the tools.
Keep responsibility close.

Shared across schools

A versioned course library, founder education, reusable interface patterns, research pathways and school blueprint structure.

Held by each school

Governance, learner data, staffing, credit judgments, course approvals, bank authority, admissions policies and operating authorization.

Charter studio evidence gates

Public charter pupil tuition and application fees are $0. Posted petitions and shared curriculum do not substitute for current authorizer approvals or school-specific UC course listings.

Choose the public charter route

Define the community need and the correct authorizer route before adapting the shared school platform. A countywide petition must establish the countywide benefit; a cloned website does not establish it.

Evidence and primary sources
  • Community needs assessment
  • Countywide-benefit analysis or district-route rationale
  • Authorizer intake requirements and contact record
  • Board authorization to pursue the selected route

https://www.sccoe.org/supoffice/charter-schools-office/Pages/faq-1.aspx ↗

https://www.poly-academy.org/accountability ↗

Verify institutional authority

Keep the existing school separate from any new proposed legal entity. For Polytechnic Academy, reconcile the posted petition with approval, amendments, current term and oversight agreement.

Evidence and primary sources
  • Approved petition and approval resolution
  • Current amendments and memorandum of understanding
  • CDS and charter identifiers
  • Authorized representative approval of migration scope

Configure the public-school boundary

Charter student education must remain nonsectarian and tuition-free. Founder training fees must be separate from pupil access; a private school cannot simply be converted to a public charter.

Evidence and primary sources
  • Board-adopted fee policy
  • Public-school tuition configuration
  • Admission and nondiscrimination policy
  • Documented separation of founder programme and pupil enrollment

Build the petition evidence package

Produce a source-linked petition package and operating plan; use the selected authorizer checklist and countywide elements rather than a universal checklist.

Evidence and primary sources
  • Educational programme and measurable outcomes
  • Governance, facilities and staffing plans
  • Admission, discipline and dispute-resolution policies
  • Budget, audit and closure procedures
  • Required signatures and declarations

Design the personalized learning model

Connect shared courses to each school’s adopted outcomes, local timetable and student support model. Polytechnic Academy’s model uses Personalized Success Plans informed by students, families and assessment.

Evidence and primary sources
  • School graduation requirements
  • Course-to-standards map
  • PSP template and review cadence
  • Sample student schedules and support interventions

https://www.poly-academy.org/program ↗

Build The Academy and durable-skills portfolios

Preserve Polytechnic Academy’s college/career programme and grade-level Academy Projects while adding traceable evidence of communication, leadership, collaboration and revision.

Evidence and primary sources
  • Grade-level project map
  • Published assessment rubrics
  • Student portfolio permissions
  • Advisor feedback and moderation procedure

https://www.poly-academy.org/durable-skills ↗

Map the three local industry pathways

Configure Agriculture Science and Technology, Construction Trades and Community Development, and Healthcare Sciences as distinct school pathways, not renamed private-school tracks.

Evidence and primary sources
  • CTE course sequence and standards map
  • Teacher assignment review
  • Employer/work-based learning agreements
  • Lab, equipment and site safety evidence
  • Accessible participation plan

https://www.poly-academy.org/industry-pathways ↗

Verify a–g and graduation claims

Shared content can support course adoption, but UC listing and the school’s award authority must be tracked separately. Do not label a copied course UC-approved for a school without evidence.

Evidence and primary sources
  • Current school UC course-list URL or registration evidence
  • School-specific course adoption/submission records
  • Graduation crosswalk and transcript rules
  • Course content rights

Create verified college-credit pathways

Track college agreements and student readiness independently from course access. Polytechnic Academy lists ASU, GCU, Hartnell and Gavilan opportunities; these listings do not prove that a new tenant has a signed partnership.

Evidence and primary sources
  • Executed college agreement
  • Course eligibility and prerequisites
  • Student/guardian permission as applicable
  • Credit articulation and transcript procedure
  • Accessibility and student-support responsibilities

https://www.poly-academy.org/dual-enrollment ↗

Run accountable independent study

Provide signed written agreements, teacher supervision, participation records and reengagement. Local school programme limits must not be confused with statewide funding rules.

Evidence and primary sources
  • Board-adopted independent-study policy
  • Complete signed student agreements
  • Credentialed supervision and support assignment
  • Synchronous instruction/live-interaction plan as applicable
  • Time-value/engagement records and reengagement policy

Check classroom-based and NCB funding conditions

Track actual classroom-based ADA and obtain required nonclassroom-based funding determinations. A school website’s 20% student cap is not the same measure as the state ADA-based funding test.

Evidence and primary sources
  • Attendance model and annual ADA reconciliation
  • Classroom-based site and instructional conditions
  • Current SBE funding determination where needed
  • Calendar and funding submission deadlines

Build equitable enrollment and lottery operations

Configure capacity, lawful preferences and public drawing procedures from the approved policy. Resolve conflicting public residence descriptions before enforcing geographic exclusions.

Evidence and primary sources
  • Approved admissions and preference policy
  • Current capacity by grade
  • Accessible bilingual application
  • Public lottery notice, method and audit record
  • Waitlist and offer communications
  • Non-discouragement and appeal procedures

Connect goals, budget and LCAP evidence

Build a participatory improvement cycle with a prominent adopted LCAP and documented annual update, public hearing and submission tasks.

Evidence and primary sources
  • Educational partner engagement record
  • Adopted LCAP and annual update
  • Budget overview and goal/action measures
  • Board hearing/adoption evidence
  • Submission receipt and homepage link

Create a defensible public finance system

Separate shared platform service costs from school funds, maintain budget controls, and use the current charter reporting calendar and applicable audit deadlines.

Evidence and primary sources
  • Multi-year budget and cash-flow scenarios
  • Internal controls and procurement policy
  • Bank authority and segregation of duties
  • Interim reports and audit engagement
  • Restricted-fund accounting and oversight agreement

https://www.cde.ca.gov/fg/sf/fr/calendar26coeover.asp ↗

Design inclusive student services

Treat English learner support, special education, Section504 access and student wellness as operating services with named people and agreements, not generated policy text.

Evidence and primary sources
  • Current special education/SELPA service arrangement
  • Child-find and referral process
  • IEP/504 implementation responsibilities
  • English learner identification and support plan
  • Accessible curriculum and complaint routes

Verify safe facilities and qualified staff

A digital tenant is not a safe and approved school site. Confirm facilities, staff qualifications, screening and comprehensive safety planning before serving students.

Evidence and primary sources
  • Facility occupancy and site approvals applicable to location
  • Insurance certificates
  • Staff credential/assignment checks and required screening
  • Adopted school safety plan and training
  • Emergency contacts and drills

Plan meals and practical access

Include nutrition and access in operating readiness, with the applicable school-day meal obligations and any relevant independent-study exceptions reviewed for the actual programme.

Evidence and primary sources
  • Meal service/provider agreement
  • Nutrition eligibility and access process
  • Campus-specific service schedule
  • Transportation/access plan and accessibility review

Protect student data and report accurately

Give each school its own records, role boundaries and reporting responsibility. Shared courses must not leak applicant, disability, family or school records between tenants.

Evidence and primary sources
  • Data-processing agreement and privacy notices
  • Role/permission matrix and tenant-isolation evidence
  • CALPADS reporting arrangement
  • Retention, correction and access procedures
  • Incident response and export/closure plan

Complete the school launch review

Graduation requires a working school and a documented readiness decision. Platform completion and legal authority to open remain separately visible.

Evidence and primary sources
  • Tested founder-to-student journey
  • Complete required evidence register
  • Named school/board sign-off
  • Authorizer permissions and conditions satisfied
  • Domain ownership/DNS/TLS test
  • Backup, export and closure handover
